Chandler approves agreement to hire consultant for General Plan update and housing needs assessment

CHANDLER, Ariz. — The Chandler City Council has approved a $525,000 agreement with Logan Simpson Design, Inc. to conduct a General Plan update and a comprehensive housing plan.

State law requires the city’s General Plan to be adopted and ratified every 10 years. Logan Simpson Design, Inc. would be responsible for updating Chandler’s current General Plan, which the Mayor and Council adopted in April 2016. The goal for this update is to have the City Council adopt the plan in the spring of 2026 and ratified by Chandler voters in the August 2026 election.

The city and consultant will begin assembling a Resident Advisory Committee and participation plan to engage the public and encourage resident and stakeholder feedback. As part of the agreement, the consultant will also conduct a comprehensive housing plan. This is a requirement from SB1162, signed into law earlier this year by Governor Hobbs, requiring cities to conduct and publish a housing needs assessment every five years.

The City Council has discussed both items on various occasions this year:

  • Council Retreat to review the General Plan scope of work and timeline
  • Neighborhoods Subcommittee to discuss ideas for increasing housing supply
  • Work Study Session to discuss new housing laws and ideas for increasing housing supply, including the completion of a comprehensive housing plan.
