Gaming - Prop 202 Funding
Proposition 202 stipulates that municipalities may apply directly to the tribal communities for gaming grant funds and a local non-profit organization may submit applications to tribal communities if said applications are “sponsored” by a municipality. Sponsorship requires approval by the municipality’s governing body in the manner required by the tribal community. By sponsoring an organization’s application, the municipality agrees to act as a pass-through for distributing the gaming grant funds.
In cases where the City of Chandler agrees to act as a pass-through, the municipality receives the grant funds from the tribal community and in turn issues a check to the non-profit agency. The City of Chandler Council approves a grants pass-through resolution prior to the distribution of the grant funds.
It is the responsibility of the applicant to understand the due dates and application requirements of the Tribes, and to apply directly to the Tribes once authorization is received from the City.
Program Eligibility
City of Chandler programs:
- Departments within the City of Chandler are eligible to apply directly to tribes for gaming grant funds by using the tribe’s application. Grant applications must align with the City’s strategic priorities.
Non-profit organizations:
- Legally recognized by the I.R.S. as a 501 (c) 3 organization.
- In good standing in the City (e.g. current business license, etc. as applicable);
- Directly benefit the Chandler community.
- Grant application is not in competition with an application submitted by the City to the same tribal community during the same funding cycle.
All applications must meet the public benefits funding priorities of the tribes outlined as public safety, mitigation of impacts of gaming, or promotion of commerce and economic development. Examples include:
- Public Safety
- Transportation
- Health Care Services
- Economic and/or Community Development
- Education
- Environment
Process
Grant requests are coordinated by the Grant Administrator, in the Management Services Department. Council approval is required to apply for and accept grant awards.
Request for Support from the City of Chandler
Your request for support to apply to a tribal nation must be made by the Tribal Cover Application and must include the following information:
- The name of the program/project your agency/department will fund with the grant.
- The amount of funding requested from the tribal nation.
- A short description of the program/project for which you are requesting funding.
- A brief paragraph describing how this program/project will impact the Chandler community and the projected number or percentage of Chandler residents to be served.
- Your complete contact information including phone, email and mailing address with a designated point of contact.
Letters of invitation to a non-profit organization
If a non-profit or tribe notifies the City of Chandler that the tribe would like the non-profit to apply for a grant that will pass the funds through the City of Chandler, the City will not review or recommend the grant application but complete the necessary paperwork on behalf of the non-profit organization. Non-profit organizations must comply with all the due dates and timelines prescribed by the City of Chandler for successful completion of the grant process.

- The City must sign the application cover sheet to acknowledge your application in order for it to be accepted by the Ak-Chin Indian Community
- Thursday, March 28, 2024: Notify the Grants Program Manager of the intent to apply.
- Monday, April 15, 2024: Grant application due to City of Chandler.
- Monday, June 10, 2024: Grant applications submitted to City Council.
- Monday, June 17, 2024: Resolutions will be signed by City Council.
- Thursday, June 20, 2024: Grant applications and signed resolutions returned for submission to Ak-Chin.
- Wednesday July 3, 2024 (estimated due date): Grant applications due to Ak-Chin Indian Community.
*Timeline subject to change pending Ak-Chin published due date.
- An approved Resolution by Council will also be required before the grant application can be submitted to the Ak-Chin Indian Community.

- All applicants require City support with the grant submission to the tribe.
- An application and cover must be completed and submitted to the City's Grant Program Manager.
- The City must sign the application cover sheet to acknowledge your application in order for it to be accepted by the Fort McDowell Yavapai Nation.
- Friday, Feb. 16, 2024: notify the Grants Program Manager of the intent to apply.
- Monday, March 4, 2024: Grant application due to City of Chandler.
- Monday, April 15, 2024: Grant applications submitted to City Council.
- Tuesday, April 23, 2024: Grant resolutions will be signed by City Council.
- Friday, April 26, 2024: The grant application and signed resolution will be returned for submission to Ft. McDowell.
- Wednesday, May 1, 2024: (estimated due date) grant application due to Ft. McDowell.

- An approved Resolution by Council will also be required before the grant application can be submitted to the Fort McDowell Yavapai Nation.
- Gila River Indian Community Grant Cycle documents are posted at Gila River Indian Community. Select “Departments”, then “Office of Treasurer" and scroll down to “Office of Special Funding”.
- All applicants require City support with the grant submission to the tribe.
- All applicants must use the Gila River Indian Community application, easily identified by the heading “Grant Application.”
- The City must sign the application cover sheet to acknowledge your application in order for it to be accepted by the Gila River Indian Community.
- Friday, January 26, 2024: Notify the City's Grants Program Manager of the intent to apply.
- Friday, February 16, 2024: Grant application due to the City of Chandler for coversheet signature.
- Tuesday, March 19, 2024: Signed coversheet and grant application returned for submission to GRIC.
- Monday, April 1, 2024: Grant application deadline.
- Approved Resolutions by Council will be required only for those proposals identified to receive awards and will be required at the end of the process.
- Applications are provided to organizations by invitation only. Contact Salt River Pima Maricopa Indian Community directly for more information.
- If invited to submit an application the entity will need to inform the City's Grant Program Manager for support.
- An approved Resolution and IGA will be required only for those proposals identified after they have been notified they have received the award.
