- Historic Preservation Officer
- Reviews applications and makes recommendations to City Manager, Historic Preservation Commission, Planning and Zoning Commission, and City Council
- Designation Criteria
- Property or district:
- Is listed on the Arizona or National Register of Historic Places
- Is associated with events and/or persons significant to Chandler’s history
- Is at least 50 years old
- Retains sufficient integrity of location, design, workmanship, etc.
- Property or district:
- Historic Preservation Commission
- Reviews Heritage Site, Conservation District, Historic Preservation District and Landmark applications
- Makes recommendations to Planning and Zoning Commission and/or City Council
- Planning and Zoning Commission
- Reviews applications of Historic Preservation Districts and Landmarks
- Makes recommendations to Planning and Zoning Commission and/or City Council
- Chandler City Council
- Reviews application, staff and commission recommendations and takes final action on Historic Preservation applications
- Step 1: Owners determine they want to establish a Historic Preservation District overlay zoning
- Step 2: Support secured from affected contributing property owners
- Step 3: Owners review their request with the Historic Preservation Officer
- Step 4: If properties are deemed eligible, an application for the overlay is filed
- Step 5: Citizen review process begins
- Neighborhood meeting is the first step
- Step 6: Application is heard by the Historic Preservation Commission
- Step 7: The application is heard by the Planning and Zoning Commission
- Step 8: The application is heard by the City Council which can act and designate the property historic
- Owner submits application
- Application is reviewed by HPO
HPO can:
- Approve application and issue a:
- Certification of No Effect or
- Certificate of Appropriateness
- Deny application
- Applicant can appeal
- Application is reviewed by the HPO
- HPO can approve or deny based on established criteria
- If denied:
- 1 year stay of demolition
- 3 year stay of demolition on Landmarks
- If denied:
- Owner can appeal
Owner demonstrates the property
- Has no beneficial use
- Cannot be rehabilitated
- Is in such a dilapidated condition that cost to restore is unreasonable
Economic Hardship Cannot be Based on:
- Willful or negligent acts by the owner
- Purchase of property for substantially more than market value
- Failure to perform regular maintenance and repairs
- Failure to diligently solicit and retain tenants
