All applications must be completed with the required information to be accepted by the City of Chandler, Tax & License Division.
A transient merchant business is any owner or operator of a business which directly or indirectly employs or directs any transient merchant, peddler or solicitor, including through a contractor or subcontractor relationship. A transient merchants is an itinerant merchant, itinerant vendor, peddler, solicitor, canvasser or any person, whether a resident of this City or not, who:
- Engages in a temporary business of selling and delivering goods, wares, or merchandise either privately or at public auction;
- Travels, or whose agents travel, by foot or any type of conveyance from place to place, from house to house, or from street to street, or from business to business, carrying, conveying or transporting goods, wares, or merchandise and offering and exposing them for sale, or making sales and delivering articles to purchasers;
- Without traveling from place to place, exhibits, displays, sells or offers for sale such products from a conveyance or from his/her person;
- While traveling from place to place, house to house or business to business takes or attempts to take orders for goods, wares, or merchandise for future delivery, or for services to be furnished or performed in the future, whether collecting advance payments on such sales or not; or
- Persons providing an amusement for a fee or donation.
Permits are required prior to conducting any activities within the City. For Transient Merchants, Peddlers, Canvassers, and Solicitors, provide the completed application packet which includes a company permit application with at least one individual permit application, Business Registration Application and supplement. An individual permit is required for all who are conducting sales. Minors must provide a sworn notarized affidavit from their parent/guardian stating that the minor has their permission to be permitted. A massage establishment is any place of business or facility where any massage technique is administered, practiced or used. A massage establishment is defined and regulated by the Chandler Municipal Code, Chapter 17.
There is a checklist available for use by the applicant which identifies the requirements to successfully complete the application process. Provide the completed Massage Establishment Application, Employee Log, Business Registration Application and supplement, a copy of the State Issued Identification, two passport-size photos and a money order made payable to DPS for fingerprints.
Various City departments will review the application. Upon approval from the various departments, the Tax & License Division will approve and issue the permit.

An Auctioneer is any person operating an auction house who, as a principal or agent, receives property on consignment from persons or businesses when such property is to be resold for cash, other property or other consideration to a third party immediately upon acceptance of the highest bid at a public or private auction.
A Junk Dealer is any person engaged in the business of purchasing or obtaining materials from persons other than the original manufacturer or authorized distributor, when the materials are purchased or obtained for sale, credit, trade or exchange and the material obtained or purchased is to be put to a use inconsistent with its original purpose.
A Pawnbroker is any person who is engaged in the business of advancing money on the security of pledged goods or is engaged in the business of purchasing tangible personal property on the condition that it may be redeemed or repurchased by the seller for a fixed or variable price within a fixed or variable period of time, whether such business is the principal or sole business engaged in, managed or conducted, or whether it is merely incidental to it, or conducted in conjunction with a branch or department of some other business or businesses. A person shall be deemed a pawnbroker whether the transaction takes the form of a loan by the pawnbroker secured by the pledged property, or a sale of the property to the pawnbroker with the right of repurchase or redemption by the person selling the property to the pawnbroker within a stated period of time.
A Secondhand Dealer is any person engaged in conducting, managing, or carrying on an ongoing business of buying, selling, trading, exchanging, consigning or otherwise dealing in secondhand goods and antiques, whether or not these transactions are the principal or sole business conducted or is incidental to it.
An Auctioneer, Junk Dealer, Pawnbroker, and Secondhand Dealer is defined and regulated by the Chandler Municipal Code, Chapter 15.
Provide the completed company application, list of managers and assistant managers, Business Registration Application and supplement with all applicable fees, and a money order payable to the Department of Public Safety "DPS" for fingerprint fees for owners and all managers and assistant managers on list. There is a checklist available for use by the applicant which identifies the requirements to successfully complete the application process.

Off-Track Wagering is otherwise known as Tele-Track Wagering. This is an activity conducted using mechanical amusement devices, whether a prize is offered or not, when the element of skill in such manipulation predominates over chance or luck.
Tele-Track Wagering is defined and regulated by the Chandler Municipal Code, Chapter 58.
For Tele-Track Wagering, provide the completed application packet which includes the Principle Wagering Establishment Business Application, Off-Track Wagering Individual Application, Business Registration Application and supplement, proof of current license for the Arizona Racing Commission, proof of Liquor License approved and issued, copies of floor plan, parking plan, and vicinity owner information.
Various City departments will review the application. Upon approval from the various departments a Council Meeting date is established. The applicant must give notice 15 days prior to the Council Meeting by publishing notice in the newspaper, posting a notice on the building, and mailing notices to each owner listed on the vicinity ownership list (special note: we currently do this for the applicant). The City Council will review the application and make a recommendation of approval or denial. The permit is issued from the Tax & License Division.

This licensing begins with the Arizona Department of Revenue, Bingo Section. Anyone who conducts games of bingo with prizes and charges players to play bingo must obtain a bingo license. Bingo is legal in the State of Arizona for recreational purposes or to allow certain types of nonprofit organizations to generate funds to support their activities.
Provide the completed State Bingo License Application and Business Registration Application to the City of Chandler, Tax and License Division with the applicable nonrefundable $5.00 local governing body fee. The City does not issue the license; however, State Code requires that the applicants receive city approval as part of the licensing process.
Various City departments will review the application. Upon approval from the various departments, the City Council will review the application and make a recommendation of approval or denial. The Tax and License Division completes the "Endorsement by Local Governing Body" form. At which time the applicant is notified the application and endorsement are ready for transporting to the Arizona Department of Revenue, Bingo Section for processing. The State makes the final determination.

Sexually oriented business means an adult bookstore, an adult service business, an adult video facility, or any combination of these. A Sexually Oriented Business is defined and regulated by the Chandler Municipal Code, Chapter 18.
Provide the completed application and supplement for the business, Business Registration Application and supplement with all applicable fees, and a money order payable to DPS for fingerprint fees. If the business is a Corporation, LLC, or partnership, then, also provide the completed manager/service provider application for each individual.

In general, an Escort Bureau or Introductory Service Permit is required for any person who for a fee, commission, profit, payment or other monetary consideration, furnishes, refers or offers to furnish escorts or provides or offers to introduce patrons to escorts, or performs a service to assist a customer to meet another person or persons for dating or social purposes. While an Escort Permit is required for any person whom, for any pecuniary compensation, accompanies or consorts with other persons: to, from or about the social affairs, entertainment, places of public assembly or places of amusements; in or about any place of public or private resort or within any private quarters; in or about any business or commercial establishment, located or situated within the City.
An Escort is defined and regulated by the Chandler Municipal Code, Chapter 19.
