TRAFFIC SIGNAL AND STREET LIGHT TECHNICIAN I
Pay Grade: L18 FLSA Status: Non-Exempt Job Group: Labor & Trades (L) Class Code: T035 Effective Date: 9/08 Revision Date: 3/10
Classification Summary: The primary function of an employee in this class is to perform routine installation, repair, and maintenance duties on the City's streetlight and traffic signal systems. This is an entry-level position in the Street Light and Signals Classifications. An employee in this class may be assigned to other maintenance duties in the City's Public Works Department. This class is subject to emergency call-out and must be able to work overtime including nights and weekends as required.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Assists in diagnosing malfunctions and installs, maintains, or repairs programmable traffic controllers, control cabinets, signal heads, pedestrian actuators, inductive loop detectors, video detectors, communication cable, speed reader boards and similar devices; Performs a variety of preventative maintenance including changing signal bulbs, cleaning reflectors and refractors, and painting poles; Performs installation and maintenance of underground conduit, junction boxes, and the installation and maintenance of electrical and communications cable; Repairs or replaces damaged signal equipment such as signal poles, mast arms, signal and pedestrian heads, and push buttons; Assists in the repair of roadway lighting at various locations; Identifies, locates and marks city underground electrical utilities in accordance with "Arizona Blue Stake" requirements; Operates a variety of equipment, machinery and tools used in department projects and activities, which may include crane, bucket truck, jackhammers, saws and various power and hand tools; Responds to emergencies, outages and system failures, including, locating affected areas, providing traffic control, and erection of safety barricades, and repairing the defect; Learns to interprets plans and work orders to determine and confirm proper placement of new traffic control devices; Learns to program various types of computerized traffic signal controllers; Tests traffic signal controllers and related equipment to identify defects in electric, electronic, and electro-mechanical equipment; Assists with monitoring work of contractors to ensure quality and compliance; Assists in upgrading existing installations and assists with pre-installation, maintenance, and repair duties on equipment in the shop; Maintains work records including complaint resolutions, maintenance, repair and replacement logs, vehicle inspection forms, daily work logs and other documentation; Sets up traffic control and places traffic barricades, safety cones, markers, or signs according to the City Traffic Barricading Manual; alerts employees/citizens of work areas or other potential hazards; Performs general cleaning/maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, or cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety; Performs all work duties and activities in accordance with City policies and procedures; Works in a safe manner and reports unsafe activities, conditions and faulty equipment. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Methods, materials, tools, and standard practice for the installation, operation, and maintenance of traffic signal and supporting and related systems; Operation, maintenance, and repair of electronic, solid state, digital, analog, and other electro-mechanical devices and equipment related to traffic signal and control systems; Manual on Uniform Traffic Control Devices (MUTCD) and National Electrical Manufacture's Association (NEMA) and National Electric Codes (NEC) standards for signal equipment; Blue stake laws and underground utility identification practices; Hazards and necessary safety precautions involved in working with electricity and near underground utility lines; NFPA 70E ARC Flash/Blast and electrical workplace safety; Construction equipment operation and maintenance; Hazards, safety rules and precautions involving the use of equipment; Traffic laws and rules involved in vehicle and equipment operation; Basic traffic control/barricade procedures; Federal OSHA and State and County regulations and City policies regarding safe work practices.
Ability to: Follow written and oral instructions; Learn to read and interpret technical and operational documents, blueprints, and diagrams; Read and interpret meters and testing equipment; Understand roadmaps and City boundaries to establish ownership responsibilities; Perform basic mathematical calculations in order to calculate quantities, trends, times, distances, measures and weights; Operate power equipment; Operate hand tools; Operate a construction equipment in close proximity to other utilities, including power lines, telephone lines, and high pressure gas lines; Operate testing and monitoring equipment used in traffic signal installation and maintenance; Operate a motor vehicle, and related equipment; Prepare reports and maintain system performance records and daily maintenance logs; Operate a personal computer and related software and demonstrate proficiency to prepare work orders, documents, e-mail and timesheets; Communicate effectively with the public, contractors and other employees.
Supervision Received: The work is performed under the supervision of the Signals and Lighting Field Supervisor, and may receive direction from higher-level Technicians.

Minimum Qualifications: High school diploma or GED equivalency; and Two (2) years street light, traffic signal or electrical experience; experience as a City employee in a maintenance position within the organization may substitute as qualified experience, and Valid Arizona Driver's License; and Ability to obtain and maintain the IMSA (International Municipal Signal Association) certifications in all of the following: Work Zone Safety Certification within 6 months of hire or promotion date; Roadway Lighting Level I Certification within 6 months of hire or promotion date; Traffic Signal Level I Certification within 1 year of hire or promotion date; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desired Qualifications: Valid Arizona Commercial Driver's License Class B; Work Environment: The primary duties of this class are performed in an outdoor environment that includes exposure to adverse weather conditions, vehicular traffic, and hazards involving the low to medium voltage and the use of power tools and equipment.
Essential Physical Abilities: Sufficient clarity of hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions, discern emergency signals and vehicle backup warnings, and communicate with other employees and the public; Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to perceive and discriminate colors or shades of colors, comprehend written work instructions and work orders, technical manuals and related diagrams; Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a variety of power equipment and hand tools and to make adjustments to equipment; Sufficient strength to lift and carry objects over 50 pounds for varying distances; Sufficient body mobility, flexibility, stamina and balance, to perform maintenance and repair operations that require bending, stooping, kneeling, stretching, and other physical exertions, climbing and working on ladders and power lifts up to 50 feet high and moving over rough or unfamiliar terrain with or without reasonable accommodations; Sufficient ability to endure prolonged exposure to arid desert conditions, i.e. prolonged sun and heat exposure during summer months.
