Job Description
POLICE COMMANDER

Pay Grade: PCM                 FLSA Status: Exempt
Job Group: Managerial (M)            Class Code: P072

Classification Summary:
The primary function of an employee in this class is to plan, supervise and review the activities of all personnel assigned to a division of the Police Department.

Essential Functions:
Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned.
Maintains authority and responsibility to make discretionary decisions concerning the management of a Division of the Police Department;
Assists the Chief and Assistant Chief in establishing and administering departmental goals and programs;
Provides direction and leadership for the challenge of transforming the mission statement and organizational values into the delivery of police services to the community;
Provides guidance and insight to subordinates in assigned division;
Prepares, monitors, and administers the Division’s annual budget;
Works with subordinates in the implementation and delegation of operational tasks such as community policing initiatives, scheduling, work assignments, and equipment evaluation;
Maintains regular and consistent communication with the department through discussion on recent incidents, trends, personnel issues, resource needs, and/or specific cases;
Manages grant applications for the Department; monitors application and disbursement processes;
Selects, supervises, and evaluates assigned staff;
Performs administrative duties including grant preparation, policy writing, officer complaint follow-up, managers and supervisors meetings, and training;
Performs daily activity of public relations through speaking with citizens, responding to their needs and explaining through actions and words the goals and purposes of the City Police Department;
Informs supervising officers immediately of any situation which appears to be out of the ordinary;
Performs various administrative and staff duties;
Conducts and researches studies as assigned by the Chief or Assistant Chief;
Performs all work duties and activities in accordance with City and Department policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Other Duties and Responsibilities:
Performs the duties of subordinate personnel, as required;
May supervise other specialized sectional and divisional areas such as neighborhood services, field operations, community services, criminal investigations section, administrative services, professional services unit, organizational services unit, communications, public resources unit, firearms training, or other assignment;
Contacts and cooperates with other law enforcement and non-law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses;

Knowledge, Skills and Abilities:
Knowledge of:
Theories, principles, and practices of leadership, supervision, and training;
Police Department organization, mission, objectives, policies, procedures, and operations;
Contemporary management techniques for planning, organizing, leading, and inspecting;
Contemporary legal issues such as criminal laws, labor laws, and civil laws that affect police agencies;
Police Department functions, procedures, policies, goals, organization, general orders, and rules and regulations;
Local, state, and federal laws as applicable to municipal law enforcement;
Municipal budget preparation and planning methods and techniques;
Operation of a personal computer and job-related software.

Ability to:
Manage and direct a division of the Police Department;
Analyze complex police management problems and apply effective solutions;
Plan, assign, supervise, and review the work of assigned subordinates and other assigned staff;
Research and gather information for departmental surveys and studies;
Deal constructively with conflict and develop effective solutions;
Supervise and lead subordinates through instruction in the performance of their duties;
Understand and apply departmental, state, and local law enforcement procedures, policies, rules and regulations;
Analyze situations quickly and objectively, to recognize actual and potential dangers, and to determine proper course of action;
Establish and maintain effective relations with fellow employees and with citizens with varied racial, ethnic, or economic backgrounds;
Demonstrate proficiency in the use and care of firearms;
Operate a motor vehicle;
Operate standard office equipment including a personal computer using program applications appropriate to assigned duties;
Communicate clearly and concisely, orally and in writing;
Prepare accurate and grammatically correct written reports;
Keep immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
Uphold the Law Enforcement Code of Ethics at all times;
Respond to citizen requests in a courteous and effective manner;
Make sound and reasonable decisions in accordance with laws, ordinances, regulations, and established procedures;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks;
Learn new aspects of police work depending on specialty assignment areas.

Supervision Received:
The work is performed under the direct supervision of an Assistant Police Chief.

Supervision Exercised:
Supervision is exercised over the work of Police Lieutenants, Police Sergeants, Police Officers and other non-sworn support personnel.

Minimum Qualifications:
Bachelor’s Degree in a job-related field; and
At least one (1) year of experience at the rank of Police Lieutenant with the Chandler Police Department; and
AZPOST Certification; and
Valid Arizona Driver’s License.

Desirable Qualifications:
Master’s Degree.

Work Environment:
The primary duties of this class are performed in both a general office environment and an outdoor environment that may include exposure to adverse weather conditions and to potential personal danger.

Essential Physical Abilities:
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions, lead a section of employees, communicate effectively, discern noises that may require investigation, interrogate and interview people, and perform telephone and radio communication;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, perform surveillance, sight and shoot a firearm, gather evidence at crime scenes, and coordinate and conduct detailed investigations;
Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to use a firearm safely and effectively, direct traffic, write reports, utilize equipment required for the performance of duties, and operate a vehicle;
Sufficient personal mobility, flexibility, stamina, strength, and physical reflexes, with or without reasonable accommodation, which permits the employee to direct traffic, bend or stoop repeatedly, maneuver through and over rough, uneven, slippery or rocky terrain, perform search activities for extended periods of time, and perform all duties required in a law enforcement environment.
