Job Description
IT PRINCIPAL SYSTEMS ANALYST

Pay Grade: 28                FLSA Status: Exempt
Job Group: Supervisory (S)        Class Code: I057
Effective Date: 3/12            

Classification Summary:
The primary function of an employee in this class is to provide expert level experience and hands-on day-to-day application support (third tier) in a supervisory role as well as senior level development of one or more enterprise-wide systems critical to the City's mission and operations; applies expert-level knowledge and technical skills in planning and managing enterprise systems as well as offering innovative alternatives; coordinates assigned IT and end-user staff efforts to assure the systems function as designed and evolve as needs change; develop and maintain technical operations plans, operating procedures; implement, monitor and manage the systems; analyze complex technical and user needs and develop recommendations and specifications for solutions.

Essential Functions:

Supervises the day to day operations of an application support team including timekeeping, evaluations and discipline while being a hands-on technical resource;
Provides expert level knowledge, skill and experience to other Systems Analysts, IT Infrastructure Specialists, application super users and IT management; Serves as resident expert 3rd tier technical support on various applications;
Researches and develops innovative solutions to severe and complex problems;
Writes expert technical documentation to be used as training and reference materials for System Analysts as well as other IT staff;
Uses systems architectural and design principles to plan, modify and implement solutions for the city applications;
Interfaces with system administrators, infrastructure support, database analysts, application staff and end users to ensure coordination of efforts;
Creates, debugs and runs SQL scripts to conduct data analysis, accuracy validation and data maintenance;
Develops and delivers technical training to staff and management;
Provides expert advice and knowledge to departmental and city-wide application advisory committees;
Communicates and coordinates regularly as appropriate, with others, to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Develops, implements and maintains business processes and procedures required for coordination of efforts and expenditure of resources for the greatest benefit to the City;
Designs, implements, evaluates and facilitates systems tests for new applications or enhancements to current applications;
Develops and recommends technical support and software management standards, policies, procedures and strategies;
Develops detailed functional requirements and design specifications to drive software package configuration and custom system development that map with business goals and processes;
Works with business teams to clarify system capabilities, application requirements, procedural needs and priorities within and between departments;
Assists in the review, re-engineering and development of business process and procedural requirements related to systems assigned and system requirements for enabling technology;
Provides quality assurance relating to code changes, analysis, design, requirements and development;
Makes recommendations for software and hardware purchases;
Attends meetings and training sessions; reads relevant manuals to keep current on new developments in system operation, software or information management;
Participates in new application rollouts and upgrades by reviewing vendor provided technical documentation, understanding the implications of the changes and building plans for incorporating the changes into the city environment;
Performs all work duties and activities in accordance City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook; and
Provide 24/7 on call support during non-business hours.

*Oracle Specialty Only
Maintains application support and provides technical support for Oracle E Business Suite which includes Financials, Accounts Receivable, Accounts Payable, Fixed Assets, Cash Management, Purchasing, Inventory, Human Resources, and Payroll;
Revises Oracle solutions using Oracle forms, Oracle Reports & BI Publisher, PL/SQL, Oracle triggers and alerts; and
Provides technical support for electronic data transfer between Oracle and third party vendors.

Lead, coordinate, advise, and direct application and database support staff in routine system support analysis and design;
Analyze and document business practices, policies and procedures, and encode them into the enterprise-wide system assigned;
Effectively research problems and extrapolate knowledge between applications;
Analyze, develop and modify complex computerized applications and database systems;
Analyze existing and new business procedures to determine the technical solution that meets the user needs;
Establish and maintain effectively working relationships with peers and coworkers, supervisors, and other city staff;
Maintain a professional demeanor during stressful situations;
Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks;
Communicate effectively both orally and in writing.

Supervision Received:
The position reports to designated IT manager.

Supervision Exercised:
Supervises and evaluates professional information technology staff.

Minimum Qualifications:
Bachelor's Degree in Computer Science and Technology or related field; and
At least seven (7) years increasingly responsible experience in developing, supporting, managing and implementing enterprise-wide computer applications including at least two (2) years of supervising a team of technicians; and
Considerable experience in systems application analysis, design, or development; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work, and which meets licensing requirements.

*Oracle Specialty Only
Bachelor's Degree in Computer Science and Technology or related field; and
At least seven (7) years' experience in support of Oracle E Business Suite systems including payroll, HR, benefits, financials, etc. as well as using analysis tools such as TOAD and reporting tools such as BI Publisher; or similar experience with equivalent enterprise level ERP solutions such as Peoplesoft, SAP, etc. including at least two (2) years of supervising a team of technicians; and
Considerable experience in systems application analysis, design, or development; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work, and which meets licensing requirements.

Work Environment:
The primary duties of the position are performed in a general office environment.
