Job Description
SENIOR ENGINEER

Pay Grade: 27                    FLSA Status: Exempt
Job Group: Supervisory (S)            Class Code: S074

Classification Summary:
The primary function of an employee in this class is to perform professional engineering work applying engineering principles and practices in areas such as civil, water resources, water/wastewater, water hydrology, signal systems, traffic, or contract administration; planning, developing, programming, designing, and implementing major projects; Work involves the use of a full range of engineering principles and practices.

Essential Functions:

Performs project management duties on major capital improvement, transportation, water resources, planning and programming, maintenance, and infrastructure projects;
Makes decisions independently on engineering problems and methods using advanced techniques and the modification and extension of theories, precepts, and practices;
Reviews final design plans, contract specifications, and construction costs; reviews drawings and plans; performs constructability and change reviews;
Attends or conducts pre-construction meetings and ensures affected City staff is advised of project status, costs, and schedule;
Oversees and performs technical review of in-house design work;
Reviews structural plans and calculations for structural engineering integrity;
Ensures public information meetings regarding large projects are held and adjoining or impacted residents are notified of the project and its progress;
Researches issues related to the City's water rights, water supply and demand, and effluent supply and demand; produces technical reports and analyses on water use and supply;
Provides technical and strategic planning assistance and recommendations on use of reclaimed water, groundwater, and surface water;
Oversees the preparation, filing, and negotiations with ADWR to obtain permits for groundwater withdrawal, storage, and recovery;
Assists in the preparation of developer impact fees; tracks expenditures and fund balances;
Analyzes design standards for public infrastructure and monitors feedback and comments from affected developers;
Serves as project manager for improvement districts from initiation through closeout;
Serves as project manager for Public Works CIP projects; updates staff on budget and schedule status; signs off on payment for consultants;
Provides input to consultants designing Public Works CIP projects; reviews consultant reports and plans;
Coordinates emergency consultant/contractor repairs on water, wastewater, reclaimed water, and reverse osmosis facilities;
Reviews CIP and development plans for traffic engineering; prepares and supervises traffic surveys and recommends revisions to traffic codes and traffic control devices;
Designs and implements traffic calming programs; meets with citizen groups; performs studies for traffic calming; recommends program changes;
Performs plan reviews and inspections on complex or special engineering projects;
Participates in contract negotiation and administration for outside consultant services for civil engineering plan review services;
May participate in the hiring, planning, directing, monitoring, and evaluating the work of professional, technical or support staff;
Conducts special projects for the Assistant Public Works Director, Deputy Public Works Director, City Transportation Engineer, Public Works Director, Assistant City Manager, or City Manager, as directed;
Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook.

* Planning & Development Specialty Only:
Attends pre-technical review meetings with staff from other departments and divisions to coordinate review of public and private development.

* Systems Signal Specialty Only:
Directs, plans, and organizes the projects for traffic signals and street lighting areas; oversees the planning, operations, and administration of the advanced signal control system;
Supervises and directs all engineering activities related to the Intelligent Transportation Systems.
Initiates the preparation of documents related to projects, research projects and supporting special studies and procurement of ADOT ITS materials and consultants.
Provides guidance for compliance of rules, regulations, policies and procedures directed by state and federal government agencies.

*Municipal Utilities Specialty Only - Water and Wastewater Operations:
Consults and advises Municipal Utilities Department management regarding engineering and planning matters related to the development, maintenance and operation of the City's utilities infrastructure;
Consults and coordinates with Municipal Utility Operations Division's staff to study, develop and implement cost saving utility optimization strategies related to energy, water quality, and processes;
Integrates water resource planning with MUD operations to create a more effective use of Chandler's water resources. Consults with MUD Water Resource personnel to incorporate water resource strategies into water, wastewater and reclaimed water operations;
Provides engineering support for all Utility operations divisions related to operations and maintenance issues as requested;
Coordinates with Municipal Utilities divisions and other City departments, investigating field problems;
Acts as Owners Representative during study, conceptualization, design and construction of projects influencing Municipal Utility infrastructure managed by other City departments.

*Municipal Utilities Specialty Only - Water Resources
Provides advice on water resource matters to Mayor, City Manager, Assistant City Manager, and MUD Director on relevant water issues; Provides analysis of other Cities' positions on the relevant water issues; Provides staff support to the Mayor and City Manager for the Arizona Municipal Water Users Association (AMWUA) activities; Prepares monthly written water resource briefings for the Mayor and City Manager;
Advises MUD Director on strategies to lobby CAWCD, RWCD, SRP, ADWR, and AMWUA cities on water resource matters critical to Chandler;
Collaborates with Chandler's Intergovernmental Liason on legislative matters concerning water resources;
Reviews proposed policies and procedures of the Central Arizona Water Conservation District (CAWCD), Roosevelt Water Conservation District (RWCD), and Arizona Department of Water Resources (ADWR); Provides written and oral testimony to the elected board and senior staff;
Reviews ADWR's proposed policies and procedures; Advocates Chandler's positions to ADWR's Senior Staff to to minimize impacts of ADWR's policies and procedures on Chandler's water resources;
Collaborates with the City Attorney's Office to develop strategies to defend Chandler's surface and groundwater rights;
Provides Expert Witness testimony to defend Chandler's surface and groundwater rights.


Knowledge, Skills and Abilities:
Knowledge of:
Civil and structural engineering principles relating to design and construction;
Applicable construction standards for offsite improvements, including building, plumbing, mechanical, electrical, and fire codes, and accessibility standards;
Water and wastewater civil engineering standards;
Transportation and traffic control principles, equipment, repair, and maintenance;
Impact fee policies and procedures;
Engineering plan review procedures;
Municipal, state, federal, and other local codes relating to design, construction, and contracting;

The work is performed under the general supervision of an Assistant Director or other designated supervisor.

Supervises and evaluates the work of professional, technical and/or clerical personnel.

Minimum Qualifications:
Bachelor's Degree in an Engineering field; and
Five (5) years experience as a registered engineer; and
Registered Professional Engineer in Arizona; and
Valid Arizona Drivers License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work and which meets licensing requirements.

* Signal Systems Specialty Only
Bachelor's Degree in an Geotechnical Engineering field; and
Five (5) years experience as a registered engineer in Intelligent Transportation Systems; and
Registered Professional Engineer in Arizona; and
Valid Arizona Drivers License; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work and which meets licensing requirements.

* Municipal Utilities Specialty Only - Water/Wastewater Operations
Bachelor's Degree of Science Degree in Civil, Mechanical, Chemical, or Environmental Engineering; and
Five (5) years experience as a registered engineer in water and wastewater utility design, construction, unit process control and optimization, system optimization, Aquifer Storage and Recovery (ASR) well design, construction, hydrogeology and rehabilitation; and
Registered Engineer in Arizona; and
ADEQ Grade IV certification(s) in Water or Wastewater discipline at time of hire or promotion; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work and which meets licensing requirements.

* Municipal Utilities Specialty Only - Water Resources
Bachelor's Degree of Science Degree in Natural Resource Management, Civil, Chemical or Environmental Engineering; and
Five (5) years experience in Water Resource Management with emphasis on Arizona Water and Colorado River Law and State Water Resource Regulations; and
Registered Engineer in Arizona; and
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work and which meets licensing requirements.

Desired Qualifications:
Master's Degree.
Previous supervisory experience.

Work Environment:
The primary duties of the position are performed in an office and field environment.
