IT SYSTEMS SPECIALIST
Pay Grade: 25 FLSA Status: Exempt Job Group: Professional (P) Class Code: I032 Effective Date: 7/01 Revision Date: 8/03, 4/05, 7/05, 07/07, 2/09, 7/10 Classification Summary This position is responsible for assuring system security and data integrity, administration of user access, monitoring of legal use of software, managing tracking systems. Some of the primary functions of this job include implementation, configuration, maintenance, troubleshooting, backup/recovery and the establishment of procedures for these tasks. This position will be responsible for back up of essential multiple server systems, programs and databases in order to enable restoration of system operation in the event of a system failure using utility programs with little direct supervision. Creates and maintains system logs, system reports and extracts data for special system reports in order to monitor the appropriate use of the system, provide records for system audits, and provide data for other special purposes using system utility programs. Maintains files of repairs, modifications and problems with the system, and technical documentation related to system operation in order to provide a record of system changes and a reference library for system operation procedures and knowledge of system operation under little direct supervision. Provides routine reports to department managers and supervisors on system operation in order to facilitate their review of system use and operation under little direct supervision.

Backs up essential systems programs and databases to enable restoration of system operation in the event of a system failure using utility Maintains stable server hardware environment across systems including problem resolution, system management, health monitoring, upgrades, primary configuration and reconfigurations; Creates and maintains system logs, system reports and extracts data for special system reports in order to monitor the appropriate use of the system, provide records for system audits, and to provide data for other special purposes using system utility programs Install, configure, troubleshoot connection and system issues, monitor disk capacity and system logs; Analyzes and resolves system problems in order to maintain system operation by determining the source of the problem, correcting the problem, or by contacting vendors or Information Technology Division and monitoring vendor progress to correct the problem; Writes user and system documentation in order to explain the use of the system and to document the operation of the system using an in depth knowledge of the computer system and the functions; Sets up and maintains users access and rights on the network, host systems, and databases; removes rights and roles of terminated users on the network, host systems, and databases; Plans/schedules server and database maintenance activities for patches, data refresh, database extensions, tuning, etc.; Trains users in the operation of the computer system in order to facilitate use of the features of the system by instructing users and simulating operations to demonstrate system use; Coordinates the work of vendors who maintain the system in order to assure that the work of vendors is consistent with one another and does not incorrectly alter the system by monitoring vendors and their work using knowledge of the entire system operation; Communicates with the Information Technology Division, with users and acquires new specialized knowledge in order to maintain knowledge of the operation of the system and to determine system needs/problems; Performs data file maintenance; Administers user access to the systems by adding, modifying or deleting users access levels as needed; Analyzes departmental needs and user requests for program changes, bug fixes, system enhancements and new programs; Performs all work duties and activities in accordance with City policies, procedures and safety practices. After hours support when required or requested by Management.
*Security Specialty Duties Only Performs a variety of complex technical duties related to computer and/or network systems security, threat assessments of new or emerging vulnerabilities, and other threats as they relate to deployed technologies; Maintains e-mail gateway anti-spam systems, network intrusion detection systems and enterprise threat protection systems; Maintains information security lab, website and security tools; Monitors and acts on security events and alerts from various security tools; Acts as the division representative for information security during project meetings; Backups all systems data to ensure restoration from full system down to one file; restore data when needed; Set ups and maintains user access and rights on the network and all host systems; Provides security awareness training to city staff, as needed.
Knowledge, Skills and Abilities: Knowledge of: Methods of computer/server systems analysis, design, configure, install, and troubleshoot; Data base practices and design; Computer requirements and related functions; Analytical and research methods and techniques and the application of statistical methods and practices; Computer control systems and office computer systems in ; Operating systems, system utilities and commands; Analytical and research methods and techniques; Project management, project manning concepts; Safeguards and security procedures for information systems. Principles of Windows, 2000, 2003 server system and administration; Hardware configurations including storage, networking, infrastructure and general computing technologies; Knowledge of backup/recover procedures and experience with enterprise backup products, specifically using ArcServe.
Ability to: Analyze and express both technical and non-technical ideas effectively orally and in writing; Coordinate work assignments; Must exhibit a customer service attitude and be a team player. Install, operate and maintain complex data communications and networking equipment; Install and operate software required for system operations; Analyze, design and implement computer control logic and strategies; Analyze and repair software and system equipment malfunctions; Work with vendors and design engineers to produce a working system; Read control schematics; Communicate technical issues clearly both verbally and in writing; Establish and maintain effective working relationships with peers and co-workers, supervisors, and other city staff; Maintain a professional demeanor during stressful situations; Compile reports from a wide variety of sources and transmit data; Understand and follow oral and/or written policies, procedures and instructions; Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks.

Minimum Qualifications: A Bachelor's Degree in Information Technology, Computer Science, or related field; and Four (4) to six (6) years of experience as an Enterprise Server Administer and an Administrator in a combination of mixed environments; Valid Arizona Driver's License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
*Security Specialty Only A Bachelor's Degree in Information Technology, Computer Science, or related field; and Four (4) years experience in IT security functions, system programming, networking and database operations; and Recent experience with anti-spam systems, network intrusion detection systems and enterprise threat protection systems.
Desirable Qualifications: *Security Specialty Only Experience working with TCP/IP networking with one or more of the following certifications: CCNA, SSCP, GIAC, CAN/CNE, MCP or MCSE, A+. Work Environment: The primary duties of this class are performed in a general office environment.
