Job Description
COURT SECURITY OFFICER    
    
Pay Grade: A14                 FLSA Status: Non-exempt
Job Group: Clerical/Technical (A)        Class Code: C091

Classification Summary:
The primary function of an employee in this class is to provide security for the Chandler Municipal Court. Patrolling the building, grounds, and parking lots, operating screening equipment, monitoring restricted areas and security systems including Closed Circuit Television (CCTV). This position works closely with the general public with routine inquiries and directions to the appropriate areas of the building. This position will be required to work holidays, weekends or evenings.

Essential Functions:

Visually patrols the court buildings, grounds, and parking lots to observe unusual behavior, objects and activities to prevent threats or vandalism;
Operates security equipment such as a magnetometer, hand wand and screening x-ray equipment with all individuals entering the Court building including ability to lift delivery of packages/boxes up to 50 lbs. into x-ray equipment;
Prevents unauthorized access to restricted areas;
May work at a fixed post observing the activities and monitoring actions with Closed Circuit Television (CCTV), duress alarms and security cameras;
Responds to security situations and alarms, assessing the situation and bringing about resolution, enforcing through verbal warnings;
Analyzes and responds to emergency situations;
Expels unruly individuals, detains more serious offenders, and/or dispatches Police personnel when appropriate;
Answers routine inquiries from the general public;
Logs entries and statistics, produces daily reports and incident reports in a clear, concise and accurate manner;
Performs a security check of the Court building prior to opening of business and insures all visitors have vacated the building at close of day;
Records and reports deficiencies such as safety hazards or accidents;
Enforces all established rules and regulations of the City Magistrate Office;
Performs all work duties and activities in accordance with City policies, procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.
Operates a personal computer, chemical spray, handcuffs, two-way radio, paper, cell phone, or other equipment necessary to complete essential functions, to include the use of work processing, spreadsheet, database, e-mail, Internet, or other computer programs.
Communicates with supervisor, employees, other departments, dispatchers, jail staff, judges, court personnel, attorneys, prisoners, public, outside agencies and other individuals as needed to coordinate work activities, exchange information or resolve problems.
Maintains a comprehensive, current knowledge of applicable laws/regulations: maintains an awareness of new procedures, trends and advances in the profession; attends meetings and training sessions as appropriate; participates in continuing education activities.
Performs all work duties and activities in accordance with City policies and procedures;
Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City’s Safety Handbook.

Knowledge, Skills and Abilities:
Knowledge of:
Security techniques and practices associated with government building security;
Procedures for security, entry and retrieval of information and methods for correction;
Procedures and rules for courtroom practices, procedures, and operation;
Basic negotiation techniques and methods;
Security monitoring equipment including Closed Circuit Television; security and duress alarms and screening equipment
English grammar and punctuation to prepare written documents and reports in a clear and concise manner with well-organized thoughts.

Ability to:
Stand and/or walk for long periods of time while patrolling the court building’s interior and exterior ground;
Work both inside and outside the court building, being exposed to varying weather conditions;
Analyze and defuse volatile situations while maintaining a peaceful and cooperative atmosphere;
Communicate effectively for purposes of maintaining a secure and safe environment in a one-on-one setting, by telephone or two-way radio;
Establish and maintain effective working relationships with other City employees, city officials, defendants and the general public;
Work cooperatively, courteously with all segments of the general public, yet firmly in stressful situations;
Demonstrate mutual respect for people at all levels realizing the diversity of each situation;
Exercise initiative, tact and good judgment in resolving security issues;
Follow established guidelines, rules and regulations as instructed or set forth in an instructional manual.

The work is performed under the supervision of the Court Administrator.

Minimum Qualifications:
High school diploma or GED; and
One (1) year recent experience as a security guard, police officer or military police officer;
Must obtain and maintain CPR/First Aid Certification; and
Must obtain and maintain certification in the use of non-lethal security equipment such as handcuffs and pepper spray; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Work Environment:
The primary duties of this class are performed in a general office environment with some outside work.

Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, odors, wetness, humidity, rain, temperature and noise extremes, fumes, traffic hazards, bright/dim light, disease, pathogenic substances, violence, animal/human bites, explosives, firearms or rude/irate individuals.
