REVENUE COLLECTIONS SUPERVISOR
Pay Grade: 24 FLSA Status: Exempt Job Group: Supervisory (S) Class Code: L049 Effective Date: 11/11
Classification Summary: The primary function of an employee in this class is to plan, organize, supervise, and participate in a variety of technical duties associated with business licensing, City sales tax recovery activities and collections functions. This position is directly involved in interpreting and applying pertinent laws, ordinances, tax codes, regulations and policies related to the issuance of business licenses and revenue recovery. An employee in this class may be assigned other duties in the City's Management Services Department.
Essential Functions: Essential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it. Employees are responsible for all other duties as assigned. Oversees, directs and supervises the work of staff assigned to duties involving business license inspections and sales tax revenue recovery; responsible for identifying and collecting delinquent taxes and license fees owed to the City, and working with business owners to determine compliance with the various City license requirements; Supervises and evaluates assigned staff, addresses employee concerns and problems, counsels, disciplines and completes performance appraisals; conducts interviews and makes hiring recommendations; Oversees the scheduling and prioritizing of work assignments; monitors the status of work in progress; inspects the work to assure work quality, and timely completion of assigned duties and responsibilities; assists with complex/problem situations, and provides technical expertise; Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for revenue collections and business license inspections; implements policies and procedures; Develops, evaluates, plans and implements training programs for subordinate staff; Evaluates the operations and activities of assigned responsibilities; recommends improvements and modifications involved in internal processing of business license and collections procedures; Monitors records of tax payments and receivables to determine delinquencies and discrepancies; contacts taxpayers and citizens who are delinquent to determine their tax liability; collects delinquent payments and/or negotiates acceptable payment agreements; Coordinates the collection activity with the City Attorney, City Prosecutor, and Accounting Divisions; prepares complaints to be filed and appears in court as requested; Researches delinquent accounts and contacts individuals/businesses for collection; visits businesses to resolve special collection problems; negotiates and prepares payment agreements; administers contracts with outside collections agencies; presents uncollectible write off accounts to City Council for approval; Oversees and monitors the business licensing process; ensures all qualifying business owners have the appropriate licenses; educates business owners on the licensing requirements; resolves special collection difficulties; identifies new businesses subject to taxation; Directs and coordinates lien filing, filing of liquor license tags with the Department of Liquor Licenses and Control; researches collection situations; works with City Attorney's Office to take civil action as necessary; Reviews bankruptcy notifications to determine appropriate action pertaining to sales tax issues; ensures compliance with applicable Federal, State and local codes; Coordinates collection activities with City Attorney's Office including bankruptcy matters and law suit claims; Responds to and resolves difficult and sensitive inquiries, complaints and requests for information and services from citizens; investigates complaints and recommends corrective action as necessary to resolve complaints; Prepares daily activity reports, including complaint resolutions, and statistical documentation related to taxes due, penalties, and interest; Performs all work duties and activities in accordance with City policies and procedures; Works in a safe manner and reports unsafe activity and conditions. Follows city-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook.
Knowledge, Skills and Abilities: Knowledge of: Supervisory skills, employee evaluations, and training methods; City of Chandler codes, ordinances, and other applicable laws governing sales tax and licensing; Principles, practices and procedures of investigative and inspections techniques; Principles and practices of collections techniques; US Bankruptcy laws and court procedures as they apply to tax collections; Types of businesses operating within City of Chandler and their business practices in order to compute liability for taxes; Basic principles of accounting practices, financial record keeping and reporting; Public communication and issue resolution; English, grammar, spelling and punctuation; Ability to: Follow written and oral instructions; Establish project priorities and assign work orders, materials, staff, equipment and other resources for timely completion of projects; Interpret and apply ordinances, codes, and City policies and procedures concerning tax collection functions, such as the City's Tax Code, bill adjustments and calculations and provide tax preparation assistance; Perform mathematical calculations and draw logical conclusions; Operate a motor vehicle; Use tact and discretion when communicating and/or diffusing difficult situations with business owners or the general public; Communicate effectively, both orally and in writing with all levels of City staff and the general public; Operate a personal computer and related software and demonstrate proficiency to prepare documents, spreadsheets, email and timesheets and assists other staff with related questions and problems; Establish and maintain effective working relationships with business owners, workers, other City employees, supervisory personnel, and the public;
Supervision Received: The work is performed under the supervision of the Revenue and Tax Manager.
Supervision Exercised: Exercises supervision of assigned collections and licensing staff.
Minimum Qualifications: Bachelor's Degree in Public Administration, Business Administration, Finance, Accounting or a related field; and Four (4) to six (6) years progressively responsible experience in involving sales tax license, audit and/or revenue collection experience, including previous supervisory experience; and Valid Arizona Driver's License; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Work Environment: The primary duties of this class are performed in an office environment with occasional fieldwork that may include exposure to adverse weather conditions. This position responds to and resolves difficult or sensitive citizen inquiries or problems, including dealing with hostility, in a fair, tactful, and professional manner.
Essential Physical Abilities: Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively, hear within the normal range of conversation, speak clearly and concisely to large and small groups of people, and carry on telephone communication; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review a wide variety of written and visual material and to assess or monitor neighborhood programs; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to write reports, operate computer equipment and other office equipment; Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to bend or stoop repeatedly, sit or stand for long periods of time, and lift at least 20 pounds.
