June 8, 2017, Chandler City Council Meeting Recap

The Chandler City Council met at 7 p.m. Thursday, June 8, 2017, and took action on 36 agenda items, including:
  • Approved an amendment to the City Code to change certain reclaimed water, wastewater and solid waste fees effective Oct. 1, 2017.
  • Approved a rezoning and Preliminary Development Plan (PDP) for Windermere Ranch, 91 single-family residential homes on approximately 36 acres located at the northeast corner of Cooper and Riggs roads.
  • Authorized the allocation of $1,115,392 for 45 human service programs for Chandler residents based on recommendations of the Chandler Housing and Human Services Commission.
  • Approved an agreement between the City and the Downtown Chandler Community Partnership for a $118,804 contribution to the Enhanced Municipal Services District.
  • Approved a PDP for Chandler CSO, a 28,061-square-foot, one-story office building on the southeast corner of Gilbert and Queen Creek roads.
  • Approved a PDP for Elite Fitness & Training Center, an 18,992-square-foot building on approximately 1.6 acres west of the northwest corner of Chandler Blvd. and Terrace Road, east of Rural Road.
  • Approved a PDP for Pescara, 46 single-family homes on approximately 19 acres located east of the northeast corner of Gilbert and Riggs roads.
  • Approved two contracts for a new 29,130-square-foot, two-story training building for the Chandler Police and Chandler Fire, Health & Medical departments. The facility will be adjacent to the existing Fire Training Center located at 3550 S. Dobson Road. It will include an auditorium, classrooms, physical fitness room, defensive tactics room, driving and weapons simulation rooms, and administrative office spaces. A professional services contract in the amount of $388,511 was awarded to McClaren, Wilson & Lawrie for managing the construction of the project. A construction contract in the amount of $10,092,761.64 was awarded to Caliente Construction, Inc.
  • Approved a one year employment agreement with City Attorney Kelly Schwab in the amount of $178,500.
  • Recommended liquor licenses be approved by the State Department of Liquor Licenses and Control for the following establishments:
    • Puro Cigar Bar, 111 W. Boston Street;
    • Outback Steakhouse, 1080 N. 54th St.
At the conclusion of the regular meeting, Mayor Jay Tibshraeny called a special meeting to order and the Council adopted the final 2017-18 Fiscal Year Budget in the amount of $934,545,997, and the 2018-2027 Capital Improvement Program in the amount of $1,004,064,228. In closing comments, Mayor Tibshraeny and the Council thanked the City’s Budget staff for their efforts to produce a balanced budget that meets the demands of a dynamic city.
 
CAFR award and the Chandler Accounting DivisionIn closing comments, the Mayor congratulated Southeast Valley Regional Association of Realtors (SEVRAR), which broke ground on a new facility in the Chandler Airpark. On Thursday, June 15, the Mayor will deliver his State of the Downtown remarks at the annual meeting of the Downtown Chandler Community Partnership. That same morning, he will welcome the new global headquarters of Rogers Corporation to Chandler. The company has had a significant presence in Chandler for several decades, and the Mayor presented Rogers Corporation with the Chandler Cup at the Chamber of Commerce Awards Dinner last week.

Councilmember René Lopez asked residents to save the date of Dec. 9 on their calendars, when the City and the Chandler Symphony Orchestra will present Star Wars Fan Fest at the Downtown Chandler Stage. Vice Mayor Kevin Hartke encouraged residents to contribute to the City’s 10th Annual Summer Water Drive, now through July 31. He said the need for water is extreme in our community and organizers are asking for cash donations. All proceeds go toward the purchase of water and sunscreen that is distributed through "For Our City - Chandler" programs. For details, call Nan Kahl at 480-782-2184 or James Kame at 480-782-3367. The Vice Mayor also gave a special thank you to the Arizona Cardinals for donating $1,000 to the water drive.

Councilmember Mark Stewart invited the public to participate in the Chandler Chamber of Commerce’s “Movers, Shakers, Policy Makers” forums this summer. Details are on the Chamber website at chandlerchamber.com.

The regular meeting adjourned at 7:42 p.m.

During a Study Session on Monday, June 5, Mayor Tibshraeny and the Council recognized the City’s Accounting Division for earning the Certificate of Achievement for Excellence in Financial Reporting for the City’s Comprehensive Annual Financial Report (CAFR), for the 35th consecutive year. The Certificate program recognizes state and local governments whose annual financial reports conform to high standards established by the Government Accounting Standards Board and the Government Finance Officers Association.  This annual report ensures full disclosure of the City’s finances in accordance with generally accepted accounting principles and is used by all three credit rating agencies to help in their assessment of the City’s creditworthiness.

The next meeting of the City Council will be a Study Session at 7 p.m. Monday, June 19. Council meetings are aired live, as well as replayed on Chandler’s cable access channel and streamed on the Web at chandleraz.gov/video.
