SYSTEMS ANALYST
Pay Grade: 26 FLSA Status: Exempt Job Group: Professional (P) Class Code: S017 Effective Date: 7/01 Revision Date: 8/03, 7/05, 2/09
Classification Summary: The primary function of an employee in this class is to assist in the development of and coordinate departmental use of automated systems, implement and monitor systems; development and maintenance for business applications; analyze user needs and develop specifications for multiple and inter-related computer systems. This position provides City Departments with technical assistance to improve and/or enhance business process applications.

Analyzes and develops new and existing software programs for the various departmental and city-wide systems; Assists in system analysis, planning and training of personnel in department automated systems Assists department with selection and installation of small computer systems; Facilitates requirements gathering for commercial package configuration and custom development; Analyzes, designs and deploys systems while ensuring cross-functional needs of various city departments; Works with business teams to clarify application requirements, procedural needs and priorities within and between departments; Assists in the review-re-engineering and development of business process and procedural requirements into system requirements for enabling technology; Gathers and documents system requirements for commercial package configuration and custom development; Applies independent judgment, discretion and analysis in coordinating, developing and designing, computerized information systems solutions to problems to meet expanding or changing business requirements; Confers with end users and studies effectiveness of systems flow, data usage and manual or automated processes to develop improvements; Facilitates requirements gathering; analyzes, designs and deploys systems while ensuring cross-functional needs of various city departments; Works with business teams to clarify application requirements, procedural needs and priorities within and between departments; Works effectively in and represents areas on projects of all sizes that span multiple departments; Assists in the review, re-engineering and development of business process and procedural requirements into system requirements for enabling technology; Migrates to new system solutions including user training, data conversion, system administration and application set-up; Installs software onto the network and creates a way for the user to access the program; Implements upgrades and updates to third party software; Makes technical decisions concerning code analysis, design, requirements, development and implementation strategies; Determines business process fit and viability, including workflow and process development; Documents business and procedural needs, integrating them to both existing and new systems; Serves as liaison between City departments and Information Technology to ensure the resulting systems support end user needs; Develops detailed functional requirements and design specifications to drive software package configuration and custom system development that map with business goals and processes; Designs, implements, evaluates and facilitates system tests for new applications or enhancements to current applications; Develops and maintains applications systems; Serves as informal project managers on various assignments; Develops documentation in the use of new and existing programs; Makes recommendations for software and hardware purchases; Produces standard reports as needed by specific departments or Information Technology division; Resolves major operations problems and advises on database integrity; Reviews business requirements, then documents system requirements and high-level designs for application enhancements; Develops, tests, implements and documents interfaces between widely varying technologies and applications in both batch and interactive modes; Supports in-house systems in Oracle, Progress, SQL, Cobol, PowerHouose, MS-Access, etc.; Serves on departmental or city-wide committees related to computer systems support; Ensures all required reports are accurately and expediently prepared for the Information Technology Department; Attends meetings and training sessions or reads relevant manuals to keep current on new developments in system operation, software or information management; Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; Performs all work duties and activities in accordance with City policies and procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook.
*Oracle Systems Analyst - Management Services Specialty Only Provides technical support for Oracle Financials (AR, AP, Daily Cash, Check Reconciliation, Journal Entry and General Ledger; Maintains application support for Oracle E Business Suite which includes Financials, Accounts Receivable, Accounts Payable, Fixed Assets, Cash Management, Purchasing, Inventory, Human Resources, and Payroll; Revises Oracle solutions using Oracle forms, Oracle Reports, PL/SQL, Oracle triggers and alerts; Provides technical support for electronic data transfer between Oracle and third party vendors.
*Criminal Justice Information System (CJIS) Analyst - Court Specialty Only Develops new applications for CJIS system; Provides technical support and maintains application support for CJIS system (Court Case Management System, financials and statistical reports); Provides technical support for electronic data transfer between CJIS and other governmental agencies/vendors; Coordinates with Municipal Court management, staff and supervisory personnel to accomplish division goals and objectives; Works with Supreme Court, as a representative of the Chandler Municipal Court on committees, workgroups or planning sessions for automation coordination, strategic planning, funding options, future system development and other issues facing the implementation of court automation systems;
Knowledge, Skills and Abilities: Knowledge of: Computer systems analysis, operations, data flow and data structures; Business practices and procedures, and problem solving skills; Diagnostic methods for computer hardware and software; Programming concepts, data file structures, programming language and logic, and basic hardware troubleshooting; Research and analysis techniques; Safeguards and security procedures for information systems; Organizational skills; Project management skills.
Ability to: Analyze, develop and modify complex computerized database systems; Analyze existing and new procedures to determine the best data layout and work flow for automation; Explain complex automation systems in non-technical terms; Analyze operating problems of software and hardware; Establish and maintain effective working relationships with peers and co-workers, supervisors, and other city staff; Maintain a professional demeanor during stressful situations; Compile reports from a wide variety of sources and transmit data; Understand and follow oral and/or written policies, procedures and instructions; Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks; Communicate effectively both orally and in writing.

Minimum Qualifications: Bachelor's Degree in Computer Science or related degree; and Five (5) year's experience in systems application analysis and programming utilizing a variety of hardware and software systems and programs; or Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
*Oracle Systems Analyst - Management Services Specialty Only Bachelor's Degree in Computer Science or related degree; and Five (5) year's experience in troubleshooting Oracle Financial Systems and using analysis tools such as TOAD and reporting tools such as Discoverer.
*Criminal Justice Information System (CJIS) Analyst - Court Specialty Only Bachelor's Degree in Computer Science or related degree; and Five (5) year's experience in systems applications analysis and programming utilizing a variety of hardware and software systems and programs including three (3) years of court related systems experience; Experience in Arizona court system in developing court procedures or integrating court operations with court management software or technical support or automation training; Working knowledge of court operations, processes, procedures, and business practices, court rules and Arizona statues and how they will apply at the Municipal Court level.
Work Environment: The primary duties of the position are performed in a general office environment.
